In an interview with journalist Bich Ngoc of Vietnam Investment Review (VIR), Thuy Le, Managing Partner of Vietridge Counsel, shared his perspectives on the legal reforms Vietnam should prioritise to strengthen the competitiveness of its investment environment and support the effective implementation of Resolution 10.
He noted that investment registration is only the first step in bringing a project into operation. Investors must also navigate requirements relating to land, planning, construction, environmental protection, fire safety, and sector-specific regulations. While each requirement serves a legitimate regulatory purpose, the overall process must be transparent, well coordinated, and sufficiently predictable from the outset.
The interview also addresses the design and monitoring of investment incentives, the implementation of new institutional models such as the Vietnam International Financial Centre and free trade zones, and the importance of protecting intellectual property, data, and trade secrets in attracting technology-intensive and high-value investments.
As Mr. Le observed, even generous incentives may lose much of their value if fragmented procedures or regulatory uncertainty delay project implementation. For investors, time is a real business cost.
